Tommy Sheridan, Scottish Socialist party leader, said 2004 would see the end of council tax in Scotland. He said: "We will present a bill to abolish the council tax in the parliament and replace it with an income-based alternative. It will be the flagship proposal in a year which will also attack poverty."
